A couple of people. Mainly the Ring-Wraiths and Gollum (smeagol). Actually, Gollum was never close to killing Frodo. His first objective was to seize the Ring. Two people were very close to killing Frodo, if you can call them people. First of all, the Witch-king drove the Morgul blade into Frodo, nearly making him a wraith but not actually killing him. The orc chieftan in Moria stabbed Frodo immensely hard but actually didn't come close to killing him because of the mithril coat. All Frodo had was a bruise. Shelob came close to killing him, very close because she was going to suck out his blood when he was paralyzed by her poison. If not for the timely intervention of Sam, Frodo would have been toast. Therefore, Shelob was the only being that came close to killing him. The orc Snaga was only whipping Frodo, cruel yes, but not life threatening.
