This question is purely open to opinion. The only woman who could be remotely construed as "most" beautiful, would be Helen of Troy, and that is firmly established by legend.

Megan Fox is very attractive, but there are many women even more beautiful than she is. Some of them are Audrey Hepburn, Hayden Panettiere, Bar Rafaeli, Rachael Weisz, Amber Heard, Kaley Cuoco, Arianny Celeste, Blake Lively, Bridget Regan, Britney Snow, Emily Addison, Jennifer Ellison, Julianne Hough, Keeley Hazell, Lucy Pinder, Natalie Gulbis and Lilly Robbins. Those are just a few. There are many more celebrities I haven't named that are more beautiful than Megan Fox, not to mention all the non-celebrities.
