Actually you're wrong. Broly's Legendary Super Saiyan form is the stronger, and I will tell you why.
Broly for all intents and purposes will be stronger then Goku could ever hope to be if the battle continues.
In his Legendary Super Saiyan form his power is constantly on the rise, it never ever ever fades. So even if initially he fought Goku, and Goku was stronger at the start of the battle, eventually Broly's power since it infinitely grows would match Goku's and surpass it, and Goku's power would drop with fatigue.
So simply put, if Goku doesn't kill Broly right away, he is doomed.
So to answer the question, is Broly stronger then Goku the answer is, if he isn't at the start of the battle, he will be during it and unless Goku killed him fast, it's going to be impossible to win by himself. Broly is the "Legendary" super Saiyan for a reason, he isn't meant to be beaten one on one if he is going all out.

Goku is stronger than Broly at the end of movie 8 & then afterwards, Most fighters surpassed Broly excluding Piccolo,Tien,Yamcha,Chiaotzu, & Krillin.

In movie 8, Goku was much weaker.
Before Broly was stronger, but now, Goku is the strongest.
Broly is only SSJ-tier, might be stronger than Untrained SSjs but Mastered SSJs like the ones in Cell Games Saga, can really defeat Broly.
It's not just Goku, even Vegeta, Trunks, and Gohan who used to be stronger than Goku until Babidi Saga. Cell and even his Cell Juniors can defeat Broly.
