Instead of going up to Hia Valley, go down to a waterfall. Go down it. Ignore the first pier that you come to. Go to the one that is after that pier. Then, get off the Floatzel. Go into the grass. Avoid contact with the Luxio there. It is a PAIN IN THE ***. After you flee from the Luxio(if you got a battle started with it), go down. You should see the Leafeon there.
