It is Gilderoy Lockhart who writes stories about not only vampires but other magical and mythical creatures. He claims to have fought them and then written his story for others to read about and adore him for. However, we find out later on in Harry Potter and the Chamber of Secrets that he didn't actually do all of those things. Other wizards had done them and Lockhart had performed memory modifying charms on them and had taken the credit for the feats.
