With a 5000+ IQ, Alakazam is the smartest Pokémon, remember everything since birth, according to the Pokédex.

The 2nd smartest Pokémon is Metagross, combining 4 Beldum brains to outwit a supercomputer, also according to the Pokédex.

However, since it's so smart, Alakazam should be able to know more than 4 moves at one time. One smarter Pokémon known to accopmlish this is in the 3rd generation episode Vanity Affair!, where Elite Four Drake battles Ash with an Altaria, which knows Take Down, Dragonbreath, Sky Attack, Aerial Ace (the related web link confuses it with Agility), and Solarbeam. Since Alakazam can only learn 4 moves, Drake's Altaria must be smarter than any Alakazam.

However, this is not so. In the actual animé, no one has ever said how many moves a Pokémon can learn. Only in the games, it's common knowledge that the moveset limit is 4; if an Altaria can learn 5 moves in the animé, then an Alakazam should be able to learn 6 moves at the very least in the animé.

Others may argue that Uxie is the smartest because it is the origin of knowledge; it has the power to grant living things intelligence. Yet, that does not mean indicate anything about Uxie's own intelligence. Uxie may be as smart as any other regular Pokémon; it has the power to grant people a newer vision of the universe, but that doesn't mean that Uxie itself is smarter than a Metagross or an Alakazam.
