Assuming you're talking about the first book, and not the whole trilogy, it was Cato. Actually, I should say Cato was the last to die within the book - Seneca Crane was the last person from the first book to die, but his death didn't actually occur in the book, and happened sometime between the first book and the second book (Catching Fire).
The last person in the whole trilogy to die was presumably President Snow.
