Who made the badges that said 'Potter stinks' in the Goblet of Fire?

Rita Skeeter wrote many articles during Harry Potter and the Goblet of Fire, most of which contained errors or just straight lies. She liked to focus on Harry, making him sound as though he cried every night over his parents death and entered the competition to impress them, or mocking Hermione. Rita created a false story claiming Hermione broke Harry's heart, causing Hermione to receive a great deal of hate mail.

The badges were green and had "SUPPORT CEDRIC DIGGORY!" written on them. When they were pushed, however, they'd turn red and would read "POTTER STINKS". Shortly before the First Task, Colin and Dennis Creevey attempted to magically change the badge so that it read "SUPPORT Harry Potter!" However, they ended up being unsuccessful, and the badges eventually read "POTTER REALLY STINKS".
