while Anakin has the most mediclorians I'd have to say neither, obi wan was mainly defending the whole fight , but was able to defeat 2 with Lord's , Anakin was able to defeat doku and found out that sidious was really Palatine, Obi wan defeated Darth Maul twice, but had a fatal weakness, if this was during the clone wars season 5 or under, he could have put satine's life on the line making Anakin win, but obi wan could have done the same thing with padme, making obi wan win.
