Actually Luke only stole "The Helm Of Darkness" and "The Master Bolt". There wasn't a third one.

∙ 13y agoKronos told Luke to steal the master lightning bolt. Zeus sent all his children to search for it,and Ares found Luke with the Bolt. Luke convinced Ares that it's better if he kept it, because there will be war and bloodshed, as God of War, Ares was convinced and didn't give the Bolt back until Percy made him.

∙ 13y agoLuke ordered and forced Ares to steal it and Ares stole it because he was ok with the idea and Luke would just keep forcing him until he says yes. So really, it's Luke's fault for stealing the bolt because he followed Kronos.
