in Johto there is a full Pokemon league. in Kanto there is only red who you will find at mt. sliver. he is better than lance, the Pokemon league champion and he is better than blue. he has high level Pokemon so you will better do some training before. if you have traded over Pokemon from other Pokemon games that will help :)
