There are several members of staff at Hogwarts that this could apply to.

By far, Gilderoy Lockhart was the worst at actually teaching his students anything as his lessons consisted of him reading passages from his books (which were all fake) and talking about fame.

Severus Snape was also a poor teacher throughout his time at Hogwarts as he often bullied students and showed considerable favour to Slytherin's. He also related poorly to his students and threatened them.

Barty Crouch Jr also pretended to be Alastor Moody and taught for a year. While he taught the students usual information, he also performed the unforgivable curses in front and on them. Not to mention he was a death eater and his actions resulted in the death of Cedric Diggory.

Dolores Umbridge was also a very poor teacher as she only allowed her students to read in what should have been a practical based subject. Her detention methods were torturous and as she gained power in the school she restricted almost everything students did.

Alecto and Amycus Carrow were death eaters given positions at the school after Dumbledore died. Instead of teaching Defence Against the Dark Arts & Muggle Studies, they taught students how to harm one another, poisoned them against muggles and muggle-borns and tortured students for anything they deemed misbehaviour.
