Because in Harry Potter we are not told exact numbers for how many children there are we can only go off what we know. In Harry's year there are only 5 Gryffindor boys (Harry, Ron, Neville, Dean and Seamus) if we use this as norm (5 boys and 5 girls per year per house) then we would have 40 students a year. 40 times 7 would give us 280 students for the whole school.
however J.K Rowling has previously stated that there are about 1000 students. however this number has been questioned if there where 1000 students then there would be 250 people per house (1000 divided by 4). if we divide that by how many years there are (250 divided by 7) we get 35.7 students per house per year (we'll say 35 because you cant have .7 of a person) if we half this number (for boys and girls) we get about 17-18 boys and girls per year per house. In the Harry Potter Books only 5 boys are ever mentioned in harrys year and house. this is a dramatic difference than 17 boys per house per year.
however i have a possible theory for this. lets look at the sorting speach throughout the years:
gryffindor take the brave and bold
slytherin take the proud and pure
ravenclaw take the smart and witty
and HUFFLEPUFF TAKES THE REST
is it possible that there are only 5 brave boys in harrys year and also 5 girls as well (lavender, hermione, fay, fays friend and parvati). that there are only 5 ravenclaw boys (terry boot, michael corner, anthony goldstein, kevin entwistle and stephen cornfoor) and only 5 ravenclaw girls (unkown). only 5 slytherin boys (draco, crabbe, goyle, blaise and nott) and only 5 slytherin girls (unknown). thus making over 55 hufflepuff boys and girls per year. (as they take the rest)
we only know of a few hufflepuffs but for nearly every other house we have a list of exactly 5 students. therefore to support J.K rowlings claim there would have to be about 790 hufflepuff students at one time.
it is really up to you which answer you go for. j.k rowling wrote the book so whatever she says is right however logic would say that there are only ever 280 students at 1 time (and im a ravenclaw so im going to go with logic)
