Begs the question: win what? Robin Williams has been performing comedy and acting since the 1970's; Steve Carrell's performing career didn't fire up until more than ten years later. Williams has earned an Oscar, two Emmys, six Golden Globes, five Grammies, and two SAG Awards; Carell won a Spike TV 2008 "Funniest M.F. Award."
While both men are brilliantly funny, it is perhaps unfair to compare them. At best, you're going to get only personal speculation and opinion. And, those are inclined to agree with your own.

Oh honey, no. Robin Williams may have been a comedic genius, but he's not playing George Washington in a Dodge commercial. That role would be a bit out of his league, don't you think? But hey, I'd pay good money to see him try!
Robin Williams was a drug addict. He admittedly suffered from addiction problems most of his adult life. He also suffered from bipolar disorder, and he had said that at one point when he made a movie or a show, he would stop taking his meds and snort cocaine to regain his functionality. Sadly, Robin Williams committed suicide in August 2014.
Robin Williams would step in and support someone if he felt that it was really necessary, but for now, he enjoys being switzerland, a place from which he can observe and comment as his role is as old as every Shakespeare play ever written:)
