That's tricky well Flash can move any part of his body fast so maybe he can "stand" on his arms and use them as feet and win, but it depends if he can balance himself.
Superman can fly regarless if he's missing his knees. For superman to it depends how fast he can fly.I think superman would win.

If Superman got a hold of the Flash then Superman would win. The only thing Flash could do is run. OK that's true but you got to take into account that superman has nothing on flash's speed he would have to catch him first and the flash can also use his speed for a LOT more than running he can suck the oxygen out of the air he can disrupt molecules you got to remember that for all his jokes flash was once a chemist which means he can come up with a lot of different ways to use his powers for a invulnerable guy superman can still be hurt and if flash forgot his ethnic code Superman's molecules are still molecules and can be disrupted and again while superman is fast he has Nothing on Flash.
