They were, at first, actually. But then they announced after they killed Cato that they would have to kill each other. And one of them would have to die. Of course, they rebel. And are about to poison themselves at the same time so they would have no victor, but instead the head gamemaker said that hurriedly that "Nevermind". He was then executed for not giving a good show, and letting a small spark of rebellion stay lit.
