He wanted to back out of being a death eater because he believed what Voldemort was doing was wrong and he tried to kill his house elf (Kreacher). He talks about his own death in the note because he knows that once he drinks from the lake the inferi will drag him down and he will drown.
As he served Voldemort, it became more and more obvious to him that Voldemort was evil, particuarly after what he did to Kreacher.
Regulus Arcturus Black, Sirius's brother. He is a former Death Eater who began to turn against Voldemort partly because he discovered that he planned to hurt Kreacher, the Black family house elf to achieve his goals. Regulus stole the locket horcrux, but failed to destroy it. When Voldemort discovered this, Regulus asked Kreacher that he try to destroy it, and Regulus was killed soon after. Kreacher also could not destroy the locket, so hid it away.

He says it in Harry Potter and the Deathly Hallows (7th and last book of the series), during the final battle at Hogwarts, right after Ron and Hermione come back from the Chamber of Secret. The idea is that he doesn't want to force the house-elves to fight for the wizards, against Lord Voldemort.
The external conflict was between Harry and The Death Eaters and Voldemort. The internal conflict was between Harry and Voldemort (voldemort got in Harry's mind {the dreams and visions} and also just the thought because Harry wanted to kill Voldemort.)
Throughout the series he has always been bad, but looking at the way Voldemort has used his family and his home, I guess he is scared of Voldemort as he rightly should be. His father has been disgraced and is looking to gain favour with Voldemort again and prehaps saw an opportunity by having Voldemort use his mansion as a base of operations. Even Narcissa, Draco's mother, seems to be scared even from the beginning of the 6th book. Draco rebels against Voldemort in his own way when Harry, Ron and Hermione are brought back to the mansion by the Snatchers. Even though he knew Ron and Hermione and could therefore guess that the other person was Harry, even with the Stinging Jinx in place, he still said that he couldn't be sure which would have undoubtably given Harry time to think of what to try and do to escape when put into the cellar.
Harry Potter and the Deathly Hallows is the conclusion to the Harry Potter series. In summary, it describes Harry's quest to find and destroy the remaining horcruxs, and the final battle against Voldemort, where it all comes to a close.

Regulus Black (also known as R.A.B.) joined Lord Voldemort's Death Eaters, then panicked at the seriousness of what he was asked to do, tried to back out, and was killed for it. In fact, Regulus turned against Voldemort and stole one of his Horcruxes, hoping to make Voldemort mortal so that he could be defeated, and was killed by the Inferileft as a trap by Voldemort.
At the end of Harry Potter and the Deathly Hallows on the 2nd May 1998 during the final battle. Lord Voldemort cast the killing curse at Harry using the elder wand, which Harry was technically the master of. The wand cannot be used against it's owner and so, the wand flew out of Voldemort's hand and Harry cast expelliarmus resulting in the spell hitting a now defenceless Voldemort.
Harry's wand in the night Voldemort regained his body the wand took a bit of Voldemort's deadly skill and used it against him the night he chased Harry across five counties.
Well, parts of it. Large sections of the castle are destroyed in the final battle against Voldemort. The damage was presumably repaired by the time of the "19 years later" epilogue.
Magic.
They kiss in the chamber of secrets after defeating a horcrux, keep battling against Voldemort (I'm not afraid to use his name!), and later on get married and have two children, Rose and Hugo.
