I almost find this question to be offensive. What's wrong with Shaggy? Shaggy and Scooby have so much in common. They both are always hungry and love to eat, a lot. They also both get scared easily and want to avoid monsters. Scooby-Doo and Shaggy are two peas in a pod, best buddies forever.

It's not a certainty, but most likely Yabba-Doo is younger than Scooby-Doo. In the episode Curse of the Collar on A Pup Named Scooby-Doo, Scooby is visited by his parents and all the siblings he had at that time. Yabba was not among them, so it would make sense that he was born after that time.
