Because it basically scrapped the 'general audience' format of showing children's TV from 3:30 to 5:45 PM on BBC1 - in favour of specific digital channels. They now have kids channels such as Ceebeebies - which caters for the under fives, and CBBC - which is geared towards primary school kids... but they seem to have 'forgotten' about the teenage audience.
