mgamer - yes there are, there are two that i know of Maylene from veilstone city and crasher wake from pastoria city, you cant battle them but crasher wake gives you the turtwig, piplup and chimchar masks and maylene is in the eating contest thing in celedon city, also maylene is sometimes in the supreme power course in the pokethalone dome, and in answer to the original question i guess they are there to show that there are four regions even though you cant get to all of them

I think you have to beat red to fight these guys. These guys are found in some of the gyms in kanto and johto. and actually maybe you can fight all of the gym leaders of sinnoh plus the team galactic boss,Cirus. [i saw it in youtube ]
