You can't battle them until after they've completed their tunnel, and that won't happen until after you conquer the Elite Four. If you've already done that and can't battle them, then you probably cheated and will need to reset the game if you want to be able to proceed in the story and/or connect with Ruby, Sapphire, and Emerald.
