Why can't I recruit the legendary birds when I already defeated Rayquaza?

What Game are you playing!? on Pokemon explorers of time and darkness beating rayquazza means nothing on blue/red rescue team just have 1 Pokemon with you and first recruit them in order zapdos,moltrers,articuno if it does not work be at level 100 and at lucario rank have a friend bow and maybe he will ask

To get legendary island go to articuno,zapdos or moltres and recruit either one of them. you can recruit them one by one. just walk in circles in the battle field at least 3 times. You can recruit other legendary Pokemon by doing the same thing. Once you recruit zapdos ,articuno or moltres you will automaticly get the friend area legendary island.

You can only recruit legendary Pokemon after you finished the main story(defeat Rayquaza). Even if you did, Legendary Pokemon are usually harder to recruit than normal Pokemon. Some legendary Pokemon have a negative recruitung chance. But don't fret! You can wear a friend bow to increase the chance. The higher your rank is (e.g. Silver Rank, Platinum Rank) the more the likely they will join you. I find Kyogre is the easiest legendary Pokemon to recruit. Some legendary Pokemon can join you by completing specific events. An example is Latios and Latias by rescuing one of them ( I can't remember which) but his event happens randomly.

Teach a Pokemon fly then go to Raquaza then use the move fly on him.Also have a friend bow to recruit him.
