Presumably because their vocal folds don't allow them to make all of the phonemes required for human speech. It's a possibility that their brains are adapted to comprehend but not imitate human speech.

The reasoning behind this is probably because Game Freak thought that it would seem less cruel to capture and battle creatures capable of speech.
