Why can't the gods retrieve the bolt themselves from the book the lightning thief?

Zues' reason is probably to get an excuse to kill Percy when he retrieves the bolt (which the gods might not know he did even though in the book they do) so that Percy will get blamed for his theft and zues can kill him.

It is also because, the gods cannot enter another god's place (you know zeus-sky, hades-underworld, Poseidon-Sea) without an invitation. They need heroes to do their business on earth.

The three brothers (Zeus,Poseidon and Hades) cannot go into each others territory. For example : Zeus cannot go into the underworld , Hades cannot go into the water) With Zeus territory its a little bit different because Olympus is in the sky. Hades can only come into Olympus twice a year (the winter solstice and the summer solstice) so he can only come into the sky twice a year. Poseidon and the other gods who have thrones in Olympus can really come into the sky anytime they want.

Because, had Zeus tried to take the lightning bold from Hades(who did not have it) it ould have started a war between them, and if either Zeus or Hades attacked Percy to get the Lightning bolt, Poseidon would have been offended and a war would start between he and the other Gods.

Well, ares caught Luke stealing it, but Kronos told Luke to say that if he waited a little longer, the blame would be on Percy and Percy will, of course, look for hades. Then hades will kill Percy and the big three will fight. Just the kinda war ares like. It is also because the gods cannot enter other gods realms without invitation. They also cannot take another god's symbol of power. They need heroes to do their work on earth.

Gods are not aloud to take each other's symbols of powers. It is a very ancient and divine rule that cannot be broken. Demigods have different rights and can take from the gods, though it isn't really the smartest thing in case they get caught. In The Lightning Thief, a demigod was the only person who could steal Zeus' mater bolt.Gods also cannot cross into each others territories without invitation. This is also an ancient and divine rule. Because if they did, everyone will know it got lost. This incident implies that the Major God Zeus can be stolen from and this is embarrassing for him as he is the leader of the gods.
