One Piece itself, as a TV series and manga, was never canceled.
Instead the company, FUNimation, that dubbed the original Japanese episodes into English, lost the rights to the program, thus English networks like Cartoon Network, weren't able to show anymore of the amine series. This is why you can't find any episodes above 150, in English.

Shinichiro Watanabe wanted to conclude the series while the fans still wanted more . He was involved in the movie though .
If the live action version is successful then it may spawn a new series if demand is strong enough .

Sailor Moon didn't get cancelled, it just ended. In the American version they didn't retranslate the last series because there was homosexuality in it. A new Sailor Moon has just begun.
