The Pokemon Company decided to make Pokemon Black 2 and White 2 because the sales for the origional title Black and White were so high that they wanted to make a sequal of it to improve gameplay, pokemon, and a new storyline.
Another example of this would be "The Legend of Zelda: Ocarina of Time" with "The Legend of Zelda: Majora's Mask". Both sequals of each other, but mostly completely different from each other.
