The Gamemakers try to entice the tributes by putting what they really need in the arena. That makes it a free for all and a bloody battle, which will make the Games more interesting. Katniss knows that what she needs desperately is medicine for Peeta, so that's why she leaves him.

After their interviews Katniss is angry because she wasn't told, but Haymitch informs her that it was right that she not know. She needed to act surprised. She's not a good actress so this way she was genuinely surprised.

The berries are inches from their mouths when Claudius templesmith tells them that they both had won the hunger games. From there katniss had accomplished what she wanted and returned to district 12. And also from there on out the president has hated katniss.
