It refuses to evolve, which can normally be done by the use of a Thunderstone. This trait was carried into Pokemon Yellow, in which you can't evolve your starter Pikachu (though you can evolve another Pikachu if you get one, or trade the starter Pikachu to another game and trade it back).

∙ 14y agoAsh got Pikachu on his 10 birthday. He was late to Professer Oak's lab so Charamander, Bulbasaur, and Squitel were taken and all that was left was Pikachu
