Why did they change the actor of Dracula from Gerard Butler to Stephen Billington in dracula 2 ascension and then to Rutger Hauer in dracula 3 legacy?

Because they don't give a crap about continuity and were most likely to be so crap
And another reason is that the Scripts and Budget were so crap for each actor to come back
