Mary Tudor and Phillip II's marriage was very unpopular. English people did not like foreign rulers especially men, they feared they would control the country. Countries were being friendly to Elizabeth in hope that their princes would marry her, by her marrying Phillip it may have made countries jealous and they would stop being friendly. Therefore Elizabeth I did not marry Phillip II because she did not want to make herself unpopular with her people and other countries. And then there was the fact that Philip tried to kill Elizabeth while he was married to her sister.

1. it was said that she was traumatized by her father who divorced two of his wives and beheaded two

2. fear of losing power to her husband

3. she possibly dint fall in love with anyone

She did not want to marry her dead sister's ex-husband, plus, her people and her did not want a foreign catholic on the throne, because they thought that he would try to take over. Further-more Philip had tried to kill her whilst her sister was alive. She knew that Philip wasn't interested in her he was only interested in the power that would come with it.

other countries were being friendly to England and Liz so she would marry someone from their county to give them the power and she did not want it to stop because that could turn nasty so she did not want to turn them against her for marrying someone else.

PS:It may interest you to know that soon after being turned down by Liz he then went and married the princess of France and France and Spain being allies could have ended up as seriously bad news for England.

Because Phillip was previously married to her half sister, Mary. Phillip just wanted to be in good relations with England, and take over England after Elizabeth had died. She was quite clever and refused to marry him.
