So chances are, that government program to help the homeless is funded by the wealthy by at least 50%.

In the US most homeless shelters and food kitchens are privately funded. The bulk of the funding comes from the middle and lower classes. It is estimated that the top 25% income earners provide less than 10% of the donations of money and 0% of the donations of time. As for federally funded programs. The top 5% of wage earners typically pay a lower actual/real tax rate then the rest of us do and only end up paying 10%-15% of the budget. It has been shown that the top 2% of the wage earners actually pay no taxes in the US.
Now why do they not help the poor? Simple, to do what is necessary to become rich one has to be narcissistic enough to focus exclusively on ones career and paycheck. These people need to keep the capital in their own pockets to increase their earnings thus taught themselves not to give. The middle and lower classes are typically Christian and follow a teaching of tithing and will give a high percentage of the wealth and time. This ability to help others is also what prevents them from doing what is necessary to become the rich person.
