Some people trade - legally - in ivory 'harvested' before the trade became illegal.
Because of that, it can sometimes be claimed that a person thought that what they were buying came from before the ban.
A total ban on the trade would give people no excuse.
Elephants (and other animals) are dying just because some people want pretty ornaments! That's disgusting.
