Marvin, being a resident of the Roman war-god planet wears stereotypical Roman regalia which is usually depicted including a Galea (helmet), cape, gladius (sword), Caligae (sandals), and as you've mentioned, the war skirt. The functions include protection with leather strips, freedom of movement and most importantly breathability. A Roman soldier would march hundreds of miles over several weeks which could cause severe chafing and hygiene problems. Marvin the Martian wears his war skirt as a reflection of Roman war culture.
