Peter Pettigrew was the Potter's secret keeper, the person who knew their whereabouts when Voldemort came looking for them. The secret keeper was first Sirius Black, but Sirius said that Peter would have been less likely of a choice and Voldemort would have been looking for Remus or Sirius. He betrayed them really out of fear. Voldemort threatened to kill him (or torture him.. can't remember) if he didn't tell where they were. Peter told him, and joined the death eaters, and etc.

Before the Potters got killed, Voldemort's almost took over England. He's afraid for his future, he doesnt want to get killed to he turned to Voldemort and became Death Eater. He's trying to play safe. He found Voldy at Albania.

Peter wasn't really a double agent. He was never on the side of the Order even though he claimed membership and he never die any good for them so he cannot be considered a double agent. He was a death eater simply because he sought power and wanted to be in the good books of the one he thought would rule.

Peter Pettigrew wanted power, he did the bidding of those who could get him that power. At Hogwarts he was friends with the popular kids and when he left Hogwarts he joined the people whom he thought would win and give him power - really they just wanted him to get the Order's secrets.

He really wanted to kill Harry Potter (because of a prophecy, which he had heard only in part), but Harry's parents got in the way.
