Katniss asks for conditions because she only wants to have an agreement. She wants to take on the role of the Mocking Jay but she is worried about Peeta, Annie, and Joanna, so she makes a deal. If she becomes the Mocking Jay, there are some conditions. The victors of the past 'Hunger Games' must be rescued from the Capitol, and Prim gets to keep her cat, ButterCup. She wants to make sure that her sister is happy, and that her friends are safe from the Capitol. I just saw the movie today, so I'm pretty backed up with the movie stuff!

If you look closely at the pictures on the cover of the books, they also symbolize the mockingjay. In the first book, it is just a meaningful pin, in the second it sparks a rebellion and catches fire, and in the third it becomes a full-fledged fire birb. In the simplest sense, Katniss was always considered the Mockingjay.
