She belives he won't understand because he comes from a merchant family and hasn't had the struggles she has had, so she thinks since he had more money he hasn't been as reliant on other people as she has, he has never owed anyone the way she has.

Katniss feels that she owes Peeta because, when she was only 11 years old, her dad died in a mining accident. Katniss was forced to hunt and feed her family, since her mother withdrew into a depressing state, not caring for either of her two daughters. then katniss was selling baby clothes ,but no one would buy them so, she went home. On her way home she stopped by the bakery where Peeta works. Then by accident Peeta burned 2 loaves of bread, when he saw Katniss in he rain he threw he a loaf to her and let. Since this is the first time someone has done something nice to her without asking for anything in return, Katniss feels that Peeta saved her life, so she feels that she owes him.
Katniss hates owing people because she has lived in the Seam (poorer part of District 12) her entire life, and she's used to hunting and feeding her family by herself (besides Gale). When people unexpectedly start acting nice to her, she feels as if she needs to give them something in return, although, coming from the Seam, she is poor and has nothing to give back.
Katniss tells Peeta he wouldn't understand owing someone because he grew up with never having to want for something. Compared to her and others, Peeta grew up with everything someone in District 12 would want. He doesn't understand paying someone back because he never has had to, where as if he had grown up in The Seam he would.
