Why does the capitol choose not to show katniss covering rue with wildflowers in the hunger games?

They think that what she did, was like an act of rivalry or trying to start a rebel war against the capitol. They thought this might start up unrest in the districts.

Depends on what book you are talking about. But here are all 3 books & their relationship in them:The Hunger Games: Katniss and Gale are best friends. They go hunting together almost every day. Gale also promises Katniss that if she dies in the arena that he will take care of her family.Catching Fire: Katniss and Gale have a budding romance. (so to speak) :) Katniss tells us the story (through first person narrative) of her first kiss with Gale that happened after she returned from the games. Katniss kisses Gale a second time when he is unconscious after being whipped. Gale comes to for a few seconds after that.Mockingjay: Katniss and Gale are at different points in their relationship throughout the book. At first, Katniss is very proud of Gale when she finds out that he saved almost 900 people from District 12 after it was destroyed by the Capitol. Well, first off, its called Catching Fire and you must read it!!! Also the third one will be called MockingJay coming out August 24, 2010...anyways, back to your question:Katniss must prove to President Snow that she "really does" love Peeta, though he knows she doesn't, she has to prove to the Capital that she does.Also, Katniss and Peeta go to all the districts, and do what the victors do after they win. They also go to parties and stuff in the Capital. Katniss and Peeta are also planned to get married, even though Katniss doesn't truly love him:( But she's stuck between Gale and Peeta. But, Katniss is supposed to marry Peeta. So then they start to choose wedding dresses for Katniss and they have it on tv and everything. And the whole time Katniss is trying to build up her relationship with her mother. But that only the first little part of the book. This is what the rest is about: its the 75th Hunger Games and that means its a special year. The Quarter Quell. One year, the year Haymitch was in the Hunger Games, they had 4 tributes from each district instead of 2. This year....instead of choosing 1 boy one girl from the districts, they choose 1 boy VICTOR and 1 girl VICTOR. As in, people who already won The Hunger Games....they have to go back. No matter how old they are. (by the way, President Snow like "drew it out of a hat" you know what I mean...not really a hat) And Katniss, is the only girl who has won, from District 12. Haymitch was pulled, but Peeta insisted on protecting Katniss. So they both went, as well as the other contestants.
