As of right now (febuary 2012) it is unknown. It could be a simple malfunction, or he simply chooses not to, relying only on his intel for information. Hopefully later on in the series he will speak or we will learn the reason why he does not.
Noted in the wiki on Soundwave, he does speak, once in episode 10 season 3 Minus One, "Soundwave superior, Autobots inferior." A popular theory is that Soundwave can speak, but chooses not to, preferring to communicate through replayed Cybertronians' voice recordings, including humans he encountered.
Bumblebee doesn't talk in Transformers because his vocal processor was fried by Megatron while trying to protect the All spark in Tyger-pax on Cybertron.
