It doesnt really matter. I used my starter Pokemon. But if that doesnt work use a Pokemon that does a lot of damage to it. ex: Rock Pokemon= using a water Pokemon!

no you dont you just need to beat misty. the water gym leader in kanto if that doesnt work than beat 4-5 gyms if that doesnt work than i dont know try to catch lugia
