Because it was too dark to see anyone. And "Silky" Bob didn't really pay attention to Patrolman Wells while thinking the officer was suspicious. Silky Bob never would have thought that Jimmy was a police man. Although Patrolman was supposedly on the dot on tome, Bob never suspected it would have been Jimmy i his old friend
