They couldn't sleep, and its mostly natural instinct or curiosity that leads a person to the roof or balcony of a building to sit and think. It's calming to sit and watch the lights and buildings from above. :)

When he agreed to hunt for her with the Careers, he knew where she was because they had the same stratagies, therefore he led them away from her.) 2). Peeta claims that "the wind is quite loud," and Katniss takes this as a clue that no one will hear them there. There Katniss tells Peeta of the time she and Gale saw the red-headed Avox girl in the woods outside of District 12. Later both Katniss and Peeta find each other there the night before the Games begin. Both can't sleep and Peeta discusses how he does not want to be changed while within the Games.
In Catching Fire Peeta walks into the forcefield at the edge of the areana. The forcefield is stronger than the one on the roof of the Training Center, and Peeta's heart stops. Katniss flings herself onto Peeta trying to wake him up, but to no avail. Finnick pushes her away, and begins CPR on Peeta in order to revive him. This works after a few minutes, and Peeta slowly wakes up. This is one reason Katniss finds it impossible to betray Finnick.
Basically Peeta is very much in love with Katniss but she's afraid that it will hurt Gale if she gets together with him. But when they are going into the games for the second time, and she's planning to do all she can to keep Peeta alive so she knows that this means she will have to die. So she realizes that she can't hurt Gale anymore and acts how she truly wants to towards Peeta. And they try to spend every waking moment together before they go back into the arena. And when Peeta is on the roof with her and they are together and he acts all in love with her instead of denying him, she allows him and acts in love back. And when they are in the arena and they kiss, Katniss says that she has a hunger for more and wouldn't pull her lips from his mouth. And at the end when Peeta is taken by the capitol Katniss is left heartbroken and crushed and loses the will to live.
Katniss runs right for a backpack near the Cornucopia, and is lucky to survive when a girl throws a free knife at her. Katniss shielded it with her backpack, and later used it in the Hunger Games as a tool.
That the game makers can't change who he is as a person. They can't make him be a violent, blood thirsty person. He wants them to know that they can't control him, or his actions.
