One possible clue is that, in Tolkien's words: Three Rings for the Elven-Kings under the sky,
Seven for the Dwarf-lords in their halls of stone,
Nine for Mortal Men doomed to die,
One for the Dark Lord on his dark throne
In the Land of Mordor where the shadows lie.
Letters of JRR Tolkien, #131 Naming the series after the most powerful being in Middle-earth does make some sense. There doesn't seem to be much discussion or even thought about the name. It appears as the name from the very beginning. The earliest use of the name that I have found was in a letter dated 31 August 1938, (ibid. #33) where he comments, "I have begun again on the sequel to the 'Hobbit' - The Lord of the Ring."
