Why is Cato from Hunger Games a villain?

He is not really a villain, he is just like any other tribute. What makes him appear a villain is when he is injured near the end of the Games and tries to kill Peeta, this is the same as anybody else trying to win.

No one "almost" kills Cato. Katniss flat-out kills him. She technically did almost kill him with the tracker jackers, but I don't count that since she did actually kill him and she was not trying to kill just Cato.

Cato was a volunteer from District 2. He was also the leader of the Career pack. He trained for The Hunger Games for a long time. He can kill somebody with anyone weapon. He is described as a "ruthless killing machine". He also killed several tributes during the bloodbath.
