Why is Harry Potter's hair long in the fourth and short in the fifth?

Well first off, not all of them do. Many of the main such as Harry and Ron, sure. But in the movies there's no particular reason as to why their hair is long. It's simply how the actors liked wearing their hair at the time, so it's not really a big thing with the characters themselves.
