Because the districts start rebelling due to katniss defying the games in the first book by making a suicide pact with peeta so that they could either die together or live together if two victors were allowed. This was the start of an uprising that swept across the districts and the Capitol blew up district 12 to show that they are still in charge and can not be defeated.And beacose Katniss broke the barier and provail the games and the winners start to make a bunt to the capitol into the games and from that kinde ot do is destroyed district 12 beacoase the capital wanna show that nothing can stop them
The authorities of District 13 weren't pleased about Katniss' return to District 12 because they thought of it as a pointless and costly venture, because they needed many hovercrafts to accompany Katniss to ensure she was safe. Eventually, it was Plutarch Heavensbee who allowed Katniss to go to District 12 to see the destruction because he said to 'Let her go. Better to waste a day than another month. Maybe a little tour of Twelve is just what she needs to convince her we're on the same side.'

Well, in Catching Fire, she lives in the Victor's Village neighboring Peeta and Haymitch(in District 12). That house is fairly large, including some things that her old house didn't have, like hot water. In Mockingjay, she goes to District 13, because Katniss's district got destroyed by the Capitol. All of District 12 and 13 live in an underground building. Katniss and her family lives in 3 small "compartments", and one compartment in a bunker. Katniss didn't describe much about these homes in the book. I hoped it helped! Sorry if it was a little too descriptive.
