Temple of the Kings is considered broken since it allows you to pretty much summon any monster in your deck. Compared to Sixth Sense, it is not as bad.

Sixth Sense is, imo, one of the most broken cards ever. It has the highest draw or discard potential in the game: most people will chose 5 and 6, meaning there is a 1 in 3 chance they will draw an additional 5 - 6 cards. Yes, FIVE TO SIX! Even if you miss, milling hardly hurts. Most monster cards are easier to obtain once in the grave as opposed to the hand. That is why they are banned.

Btw, Temple of the Kings is being released in the new Marik Structure deck this October, but it is already forbidden.
