Actually, when it opened in 1992 it wasn't called Disneyland Paris -- the entire complex was named Euro Disney Resort and the park was Euro Disneyland. The name change came in 1995. A further name modification took place in 2002 when they added French spelling to the English spelling, so Parc Disneyland was also used.

But in a nutshell, the park wasn't at first successful because it either ignored or was insensitive to French culture and individualism, and Disney execs tried to run the park like it would in the U.S. -- at least that's how the French saw it.

What are the advantages of building a Disney theme park in belgium?

For anyone who doesn't live in Belgium, approximately none. The furthest point in Belgium from Disneyland Paris is still only about four hours from it by car or train, so any Disney park in Belgium would be much more likely to "cannibalize" attendance at the existing park than to create any new business for Disney.
