Well, this is my opinion, Suleyman the Lawgiver both strengthened and weakened the Ottoman Empire by... he made sure all of his people were treated fairly, and when he conquered new lands, he let people practice their own religion. He also seeked council from his grand viziers, Ibrahim Pasha and his favorite wife, Roxelana.
