I just finished the book and it doesnt say they start dating but you can kind of tell because Annabeth kisses Percy like 3 or more times in the book and they were having a bunch of love talk......near the end of the book they held hands till they jumped in the water and the kissed in the water........at the end of the book they held hands and ran down half blood hill and that's how the story ended......hope this helped
