Sally Acorn was created to be apart of the old Sonic TV series, Princess Sally was mentioned in the manual of Sonic CD, but this in fact was Amy and was just an attempt to join the two continuities together. Archie, continued the old series' and used Princess Sally within their own story. In short, yes, Sally is indeed a character, but she has no role within the games' storyline, and is not considered to be canon.
